Housing Rehabilitation

For the past sixteen years CAT house work
with local public jurisdictions, e.g. cities, a and counties to obtain
and expend community development block grant funds on housing rehabilitation.
No interest, deferred payment loans (no payments until houses sold) are
given to qualified homeowners. Qualification is based on a household
income that is 80% or less of the counties median income. The program
currently operates in St. Helen's, Vernonia, Columbia City, Warrenton,
Astoria, Columbia County, Garabaldi, Bay City, and Tillamook County. Over
3 million dollars in loans have been made.
Weatherization

For the past sixteen years CAT has operated
a weatherization program for households with annual incomes at 125% all less off the poverty level. Both homeowners and renters qualified
for the program. Renters need approvals from landlords and a commitment
not to raise the rent. The program operates in three counties.
Call for an update on current waiting lists 397 -- 1675. To date,
CAT ha invested over three million in dollars in weatherizing 1,320 homes.

Over the past couple of years, CAT has
evolved into a developer of affordable housing. Over the past five
years we have developed or assisted with the development off 189 unit's
of new, affordable housing. We are currently the general partners
in affordable housing projects located in Vernonia and Cannon Beach.
This past year we acquired to the Tanglewood Apartments in St. Helen's.
We have remodeled these units and renamed the complex " Forrest Park" .
Eligibility for these programs starts at 50% of the the counties median
income and in many cases is higher, e.g. 60% or 80% of median income.

Child care resources & referral serves
parents, employers, and the communities of Clatsop, Columbia & Tillamook
Counties. Staff provide information and refereals to over 700
families annually. Resources and support also provided to between
250 and 300 childcare providers. In addition, staff have information
available for employers who are interested in offering family friendly
options to their employees. The mission of this program is to promote
affordable, accessible, and quality child care for every family who needs
it.
Family Services

This program has three components:
Even start focuses on family literacy,
adult education, the early childhood education, parents & Child together
time & parents support. Initially operating in Columbia County,
the program provides GED classes, life skills training, job training and
support to parents of 0 -- 8 year old children. The program is available
to interested Columbia County parents with classes currently in St. Helen's,
Clatskanie, or Vernonia. Enrollment is limited to 25 families.
In home parents program provides individualized
parenting education for families with children birth to 18 months.
Team parents nurturing program focuses
on helping young families become more self reliant & more away from
a dependence on government assistance. Home visits and group trainings
are the main features of this program.

Head start is a free comprehensive preschool
for families within the federal poverty guidelines. Children must
be three or four years old by September 1st to quantify. Income guidelines
are waived for children with documented special needs. The program
is comprehensive in that it includes nutrition, education, mental health,
and medical/dental services for enrolled children.
Kid Care

Kid care is an extended day child care
program for children (K-6th grade) enrolled in public schools. Structured
and unstructured activities are provided as well as snacks. The program
currently operates in Scappoose acts Grant Watts school. Kid care
operates on a fee for service basis with scholarships available to low
income families.
Emergency Services

We have recently combined our homeless
and energy assistance programs into one emergency services program.
The goal of the program is to assist those in need of basic services such
as shelter and heat. The program strives to provide the services
in a manner that will foster self reliance and dignity. Eligibility
is based on income that is 125% of poverty level or on being homeless or
at risk of becoming homeless. Services are provided in all three
counties.
Information and
Referral

Since its inception CAT has operated an
informational and referral service. Since one of our main focuses
is to mobilize resources to address the needs of the economically disadvantaged
we have always tried to link persons with resources. We directly
operate this service in Columbia County, and contract it out in Clatsop
and Tillamook counties. This service is available to anyone and we
currently serve over 11,000 requests annually.
USDA Child Care
Food Program

CAT currently certifies childcare providers
in all three counties to receive USDA reimbursement for the meals they
provide. In addition to certification, assistance is provided in
the area of nutrition education and planning. Over 100 child care
providers are provided assistance on a monthly basis. |
